Official Signing of Memorandum of understanding
between International Code Council and
Housing and Building Research Center
( USA September 2003 )
Due to constant technological changes and the growth and opening of the global economies,
the borders of countries tend to dissipate generating and accentuating commercial and cultural
exchanges. This s turn has determined the need to unity criteria for the quality and control of
construction products and system.
The mission of Housing and Building Research Center (HBRC) is to enhance the performance of
the building sector in the Arab Republic of Egypt through scientific research and development
of building codes and construction materials specifications.
The mission of the International Code council (ICC) is to promulgate a comprehensive and
compatible regulatory system for the built environment, through consistent performance-based
regulations that are effective, efficient and meet government, industry and public needs.
Under this Memorandum of understanding, the two organizations recognize the need to study and
evaluate existing conditions to jointly reach conclusions that address various issues and
concerns, having the main objective public safety through the preservation of human life while
improving the social aspect. A significant part of the conclusions will address how the
organizations can effectively work together.
During the event of official signing of the Mov, Prof. Omaima Salah El-Din, the chairperson of
HBRC presents a talk about the main activities of the Housing Ministry through the mechanism
of modernization of Egypt and the role of HBRC in field of codes preparation and codes enforcement.
