Technological Incubator (Omran) at the Housing and Building National Research Center.
The Technology Incubator (Omran) was established by Ministerial Resolution No. 803 of 2020 by the Minister of Housing, Utilities and Urban Communities. It is headquartered at the Housing and Building National Research Center. under the name “Omran Incubator”. It carries out support activities, provides business services, technical, and scientific consultations for scientific research projects and emerging companies in the field of development, as well as, for the center’s work (building materials - construction systems - energy - sanitation - electrical buildings, etc.)
The incubator may provide all or some of the following activities and services according to the funding opportunities and resources available at each period of time. It is also possible to seek assistance from the incubator’s work team.

 

Services and field of work of the incubator:
* Interaction and communication with parties related to the incubator’s specialty with the aim of raising awareness of the incubator’s activities.
* Hold introductory seminars and other awareness and marketing activities for the incubator with the aim of attracting research groups and promising ideas related to the incubator’s field of work.
* Print publications and create a website for all the services provided by the incubator to the beneficiaries, research teams, and those with promising ideas, including professors, researchers, and innovators.
* Marketing the incubator, its services and its achievements through all means of electronic marketing and social networking sites.
* Concluding cooperation agreements with other local and international technology incubators with the aim of exchanging knowledge, support and services after obtaining the required approvals.
* Contracting with developers to establish, manage, develop and promote the technology incubator or to implement services supporting research projects, startups and the technology of an incubator.
* Contracting with experts to provide all types of services needed by the incubator, research projects, ideas, and startups, such as consulting, legal, financial, marketing, technical, and other services.

Activities provided to beneficiaries before incubation:
* Hold scientific seminars for the beneficiaries to introduce the work of the incubator and how to benefit from it in solving the problems of the beneficiaries.
* Hold workshops to identify the most important problems facing entities likely to benefit from the incubator’s outputs and cooperate with them to determine the technical problems which need to be solved through the incubator. Also, define the technical, financial support and time requirements to reach the desired goal of the beneficiary entity, while defining clear mechanisms to measure the achievement of the goals in whole or in part (KPI).
* Drafting an agreement regarding confidentiality technical and financial details between the beneficiary and the incubator’s management.
* Determining the proportions of intellectual property rights - in accordance with the incubator’s intellectual property policy in its regulations approved by the competent scientific authority - between the implementation partners and determining the moral or material value of these rights in the event that the objectives of the beneficiary are fully or partially achieved.
* Drafting detailed agreement contracts between the beneficiary, the implementation partners and the incubator management by legal specialists.

Activities provided to owners of promising ideas, including professors, researchers and innovators, before incubation:
* Organizing scientific seminars, workshops, training courses, stimulating ideas, and other activities to stimulate ideas and build capabilities related to the field of the incubator
* Organizing competitions in development and innovations related to the incubator’s specialization
* Granting prizes for innovative research projects related to the incubator’s specialization
* Initial evaluation of the technical feasibility of an idea or prototype (this role is performed by a committee of specialists and trainers.
* Initial assessment of the financial feasibility (including an initial marketing study) of an idea or prototype
* Communication to attract individuals and investors for research projects, promising ideas, and emerging companies
* Drafting an agreement regarding confidentiality technical and financial details between the incubator’s management and the owners of an innovative idea that has passed the technical, financial and initial evaluation.
* Determining the percentages of intellectual property rights in accordance with the incubator’s intellectual property policy in its regulations approved by the competent scientific authority among the implementation partners and determining the moral or material value of these rights in the event that the goals of the idea are fully or partially achieved.
* Drafting the detailed agreement between the owners of the idea, the implementation partners, and the incubator’s management through legal specialists

Incubation activities for beneficiaries:
* Technical, administrative and financial follow-up of joint projects with beneficiary entities and the assistance of experts from inside and outside the center.
* Providing laboratory and technical assistance through workshops, equipments, and scientific and technical expertise (professors - researchers - engineers - technicians).
* Providing complex administrative places that include a number of offices for technology incubator services, equipped with a Wi-Fi connection service for the information network.
* Providing meeting rooms that can be reserved.

Incubation activities for promising ideas from members, professors, researchers and innovators:
* Technical and administrative follow-up of research projects, startups and incubated companies, with the help of experts from inside and outside the center
* Hold seminars and training courses with the aim of increasing information and expertise in the incubator’s specialty
* Providing or participating in the necessary financial support to implement a research project or a promising idea.
* Providing technical support for ideas with the help of experts from inside and outside the center.
* Providing the necessary laboratory and technical assistance through workshops and equipment.
* Facilitating customs exemption procedures for research project devices in accordance with the Science, Technology and Innovation Incentives Law No. 23 of 2018.
* Providing scientific and technical expertise presented by professors, researchers, engineers and technicians
* Providing complex administrative places that include a number of offices to serve the technology incubator, equipped with a Wi-Fi connection service for the information network.
* Providing a meeting room that can be reserved.
* Providing funding through communication and attracting individuals and entities to invest in research projects, promising ideas, and emerging companies

Post-incubation activities for beneficiaries:
* Study the technical and financial feasibility of incubation by analyzing the impact of incubation on the beneficiary, such as (improving technical specifications - increasing profits)
* Assist the drafting and registration of patents for inventions
* The possibility of participating with the beneficiary entities in establishing startup companies affiliated with the beneficiary entity or HBRC based on the outputs of research projects

Post-incubation activities for those with promising ideas, including members, professors, researchers, and innovators:
* Assist and draft patent registration.
* Provide services for evaluating the rates of participation of implementation partners in intellectual property rights.
* Provide ideas and product presentations and scientific conferences with the aim of marketing the outputs of research projects and incubated startups.
* Marketing the outputs resulting from research and development through interaction and communication with beneficiaries related to the incubator’s specialization.
* Marketing through communication and attracting individuals and investments.
* Establishing companies or participating with others in establishing companies with the outputs of research projects, promising ideas, and incubated startups (according to the articles of Chapter Four of the executive regulations of the Science, Technology, and Innovation Incentives Law No. 23 of 2018)
* Incubating startups for a period not exceeding 24 months in accordance with the executive regulations of the Science, Technology and Innovation Incentives Law No. 23 of 2018.
* Preparing legal and marketing studies for all emerging ideas.
The Housing and Building National Research Center requirements is committed to fulfilling all legal prescribed for carrying out the activities to be practiced and implemented.

Terms of Application for Incubation Program:
• The idea should be in one of the above areas.
• The group's membership shall consist of 3 to 5 members of both sexes.
• The owner of the idea is a graduate and not a student to ensure the establishment of the company.
• The owner of the idea has no legal impediment to the establishment of a company.
• Age 21 to 50.
• He has never gotten support from any incubator or anyone else for the same idea.
